Electric bicycle or electric motorcycle in Hong Kong?

In local reports, “electric bike” often means an unregistered mobility device. On this site an electric motorcycle is registered, licensed, insured for third parties and ridden with an approved helmet.

Match the search term to the vehicle before you pay a deposit. The Transport Department page on electric mobility devices groups e-scooters, electric unicycles, self-balancing boards, electric skateboards and electric bikes. On this site an electric motorcycle is a machine you register and license as a motorcycle, ride on a motorcycle licence, insure for third parties and ride with an approved helmet.

How does the Department split the two?

A registered electric motorcycle goes through registration, inspection and licensing. The mobility-device page says use on a carriageway, footway or cycle track may breach the Road Traffic Ordinance (Cap. 374), and that use of these devices may currently be unlawful. It also describes a possible later scheme for approved devices on designated cycle tracks. That scheme is not in force. Buy against the page that is in force today.

What does a road-legal electric motorcycle need?

  1. First registration and a vehicle licence for that frame.
  2. A matching motorcycle driving licence.
  3. Third-party insurance that matches how you ride.
  4. An approved protective helmet.

First registration tax on electric motorcycles is fully waived until 31 March 2028. The yearly licence is HK$1,314. Recent stops of unregistered devices are logged in the enforcement note. This page is a pre-purchase compliance note. A charge and a defence belong with the court and a qualified lawyer.
