Hong Kong electric motorcycle tax, licence fee and insurance
First registration tax on electric motorcycles is fully waived until 31 March 2028. The yearly licence is HK$1,314. Insurance is at least third-party. We do not quote premiums.

These three sums are often buried inside one bike price. Split them, or you will not know which part the waiver covers.
Is first registration tax still waived?
Yes for electric motorcycles. The 25 February 2026 Budget kept a full waiver for electric commercial vehicles, electric motorcycles and electric motor tricycles until 31 March 2028. The electric private-car concession, including one-for-one, stopped after 31 March 2026. Do not buy a motorcycle on the strength of a private-car headline.
What is the licence fee?
A private motorcycle licence is currently HK$1,314 for a year and HK$488 for four months. That is the licence, not insurance, and not first registration tax. If Transport Department revises the table, the new table wins.
Can this page name an insurance price?
No. Riding on a road requires at least third-party risks insurance. Comprehensive cover is optional. The premium depends on age, licence experience, no-claim discount, the bike and the use. A probationary licence is usually more expensive. Ask a licensed insurer or broker for a written quote. See insurance.
