New riders: probationary licence, plates and what to practise
An electric motorcycle is not a bicycle. You need the matching motorcycle licence, and a probationary licence has extra limits.

A slow electric bike is still a motorcycle if it is used on a road in Hong Kong. It must be registered and insured, and the rider must hold a valid licence.
Can you buy one before you have a motorcycle licence?
You can own it. You cannot ride it out without a proper licence and valid insurance. A probationary driving licence has its own conditions, including restrictions on carrying a passenger. Those conditions are whatever Transport Department prints at the time, not a shop's spoken version.
What should the first month practise?
- Low-speed balance, looking ahead and a hard stop. Not top speed.
- Rain and road paint. See riding in the rain.
- Locking the bike and the battery. See theft.
- Whether the insurer covers a probationary licence. See insurance.
Who is responsible for registration?
A shop can file the papers. The owner still checks the frame number, the name and the vehicle class. A bike that has not completed first registration is not a road-ready new bike. The tax waiver is in tax and licence fee.
